Rep. Joe Neal, of Richland County, passed away suddenly this week. Neal was a pastor and 24-year veteran of the S.C. House. Speaker Jay Lucas, along with House Majority Leader Gary Simrill and House Minority Leader Todd Rutherford, paid tribute to Rep. Neal on the House floor today.
