If all restrictions on drilling for oil in U.S. coastal areas were lifted tomorrow, what is the least amount of time you think it would take before the newly found oil would impact the price of gasoline?

[Please note: According to a 2007 report titled, "Impacts of Increased Access to Oil and Natural Gas Resources in the Lower 48 Federal Outer Continental Shelf" produced by the Energy Information Administration (who produce official energy stats for the U.S. Dept. of Energy), gaining drilling access to currently restricted parts of the Outer Continental Shelf (OCS) in "the Pacific, Atlantic, and eastern Gulf regions would not have a significant impact on domestic crude oil and natural gas production or prices before 2030."]
