What is DES?
DES are the new Distance Education Learning Centers (DELC). Many of the new DES facilities will no longer broadcast, but stream multiple live video streams within local school districts. However, there are several existing DES facilities that will continue to temporarily operate as closed-circuit multi-channel broadcast, but their roles and responsibilities will change with the delivery. Over the years, ETV and the State Department of Education have depended on DELC Operators to manage and operate the broadcast facilities across the state. Many of those old DELC roles and responsibilities are transferable to the new DES delivery.
With the exception of the continuing broadcast facilities where many districts work within a consortium, the DES personnel are now assigned by district. The DES personnel will oversee the innovative automated streaming systems and processes, much like the current broadcast facilities do today.
DES Roles and Responsibilities:
- market and train all school staff and teachers on where to access ETV/ITV resources and how to use ETV's OnePlaceSC portal and IP technologies.
- assist with the transition from analog to digital resources, some educational content may not be available through video streaming. In these cases, DES personnel can provide duplicates of programs in various media formats. i.e. tape, CD or DVD.
- assure all copyright guidelines are met.
- manage local streaming, DES district personnel can record off-air or local originated programs and archive for video-on-demand.
- provide utilization reporting that summarizes who, what, when and where videos are utilized.
- assist districts with ETV IP streaming systems with live remote streaming hook-ups and archiving.
- be the communication link and liaison between the district, ETV and the State Department of Education
Each district will be responsible for providing a point of contact. Districts with existing DELC Operators already have in place someone to assume the new DES responsibilities.
We realize each existing DES and District have unique needs and operations, and over the years ETV and SCDE have become dependent on local district operators facilitating those needs.
