Digital Education Services (DES)
formerly the Distance Education Learning Centers (DELC)
South Carolina ETV works directly with each of the K-12 School Districts. District delegated personnel are called DES facilitators and assist ETV in providing K-12 School Services, including program resources and technology designated for students, teachers and administrative staff. 
Educational multimedia resources are created, acquired and disseminated by ETV, the South Carolina Department of Education's Instructional Television (ITV) Department and the Local School Districts. DES operators assist in the marketing of the content and assuring qualified multimedia materials are accessible on-demand for all teachers and staff across the state.

How it Works
ETV's new DES is very similar to StreamlineSC and the old Distance Education Learning Centers (DELC) analog broadcast facilities. In addition to providing an archived inventory of educational content, DES can now include LIVE video streaming much like the DELC broadcast. The transition to DES converts our analog broadcast and digital satellite systems to a statewide and local network delivery of live and archived video streaming.
Currently
ETV continues to maintains an educational closed-circuit TV infrastructure( formerly DELC) that broadcasts instructional programs to K-12 schools. The channels were called Instructional Television Fixed Services (ITFS), and were issued by the FCC exclusively to educational institutions, but are migrating to web services and the more efficient video streaming on-demand.
The FCC recently mandated that the old ITFS channels transition to Educational Broadband Services (EBS). Temporarily, the 4 channels will move to a single analog broadcast that will be upgraded to a more efficient Internet Protocol (IP) video streaming system.
Where Do You See the Streaming Channels?
There are several methods, and all can be utilized through ETV's new educational web portal called OnePlaceSC. This new portal incorporates two potential web-based TV guides. One can originate locally within the School District that allows teachers to view and record educational programming, including content from SC ETV Learn, PBS, the SC Channel, ETV's World Channel, ITV, satellite and local district programming. A more public ETV streaming guide also resides in OnePlaceSC that can be viewed by home and private schools.
ETV's OnePlaceSC empowers teachers to search a variety of qualified educational content sites in order to acquire the resources they need. Teachers no longer have to maintain knowledge of the vast numbers of educational web sites or remember multiple usernames and passwords to access educational content. This "one-stop instructional supermarket" will give teachers and staff the resources they need to solve the educational challenges they face everyday.
Phase 1 - Installing District IP Video Streaming Systems
ETV has installed and maintains IP Streaming Systems in approximately one third of the state. ETV provided equipment and services needed for centralized district locations that incorporates selective incoming TV signals of their choosing.
