EOC Publishes Evaluation of Summer Reading Camp Partnerships
Pursuant to Proviso 1.79 of the 2014-15 General Appropriations Act, the Education Oversight Committee (EOC) is responsible for evaluating the impact of community partnerships on student academic success. The EOC released a report on October 12 that provides findings and recommendations on the implementation of after-school and summer reading programs implemented by community partnerships during Spring 2015 and Summer 2015 across South Carolina to support struggling readers.
During this time period, the SC Department of Education partnered with the SC Afterschool Alliance, who identified programs and distributed funds for use in afterschool and summer reading camps. Of the $700,000 disbursed per the proviso, the SCAA provided $595,000 to 14 Boys and Girls Club Affiliates and Lee County School District.
The recommendations in this report consider strategies to more effectively and efficiently utilize state and district resources to implement the S.C. Read to Succeed Act of 2014 and Proviso 1.79 in order to best serve struggling readers across South Carolina. Recommendations include starting planning early; including both the school district and community partner leaders in the planning process; ensuring adequate time is allocated for the reading instruction and establishing qualifications of reading instructors.
